On March 20th, Shandong Province released the "List of Key Investment Areas for Provincial Government Investment Funds (2026 Edition) (Draft for Comments)". This document explicitly lists cadmium telluride thin-film photovoltaic cells and building-integrated photovoltaics (BIPV) components as key investment areas, and encourages the research and development and manufacturing of large-size, thin-film photovoltaic products.

Simultaneously, technologies and products related to "green building"—covering areas such as building energy conservation, prefabricated construction, zero-carbon buildings, BIM, and green low-carbon building materials—are also included in the key support scope; the document specifically points out that solar photovoltaics should be applied as a renewable energy source in green buildings.
The following is a summary and brief interpretation of the investment areas related to cadmium telluride, based on specific clauses in the draft for comments.

I. Cadmium Telluride Thin-Film Photovoltaic Module Manufacturing – Direct Support Item

Original Document: “Large-size (1 square meter and above) perovskite, copper indium gallium selenide, and cadmium telluride thin-film photovoltaic cell glass; TCO coated glass; energy-saving, safety, display, and intelligent control functional glass products and technical equipment; ultra-thin flexible glass one-piece molding technology and equipment”

Interpretation: This item explicitly lists cadmium telluride thin-film photovoltaic cell glass with an area ≥ 1 square meter as a key investment area, while also including the supporting TCO coated glass (transparent conductive oxide coated glass, a key conductive substrate for cadmium telluride modules). This means that the Shandong Provincial Government Investment Fund will focus on supporting the production and technological development of the upstream core material for cadmium telluride modules – coated glass substrates.

II. Related Support Areas for Cadmium Telluride Thin-Film Photovoltaic Modules

1. Building Integrated Photovoltaics (BIPV) Applications – Construction Industry Support

Original Document: “Industries related to building energy conservation, green buildings, prefabricated buildings, and renewable energy applications such as solar photovoltaics… Research and development and application of zero-carbon building technology systems and key technologies, and development and application of green and low-carbon building materials.”

Interpretation: Cadmium telluride thin-film modules, with their uniform appearance, customizable light transmittance, excellent low-light performance, and low temperature coefficient, are ideal materials for building integrated photovoltaics (BIPV). This entry prioritizes “renewable energy applications such as solar photovoltaics”, providing policy support for the promotion of cadmium telluride modules in building curtain walls, roofs, and skylights.

 2. R&D of New Photovoltaic Cell Technologies – Support for the Electrical Machinery and Equipment Manufacturing Industry

Original Document: “Through national window guidance for photovoltaic cell and module projects, R&D and industrialization of new photovoltaic cell technologies such as perovskite and tandem cells.

Interpretation: In the “tandem cell” technology route, cadmium telluride can serve as the bottom cell to form a tandem structure with perovskite and other materials, thereby further improving conversion efficiency. This entry provides potential support for the R&D of cadmium telluride-related tandem technologies.

Shandong's “List of Key Investment Areas of Provincial Government Investment Fund (2026 Edition) (Draft for Comments)” constructs a complete policy support chain for cadmium telluride thin-film batteries, from upstream materials to BIPV applications and tandem technology R&D.
With its core advantages such as good low-light performance, low temperature coefficient, and high integration with buildings, cadmium telluride is expected to usher in a new stage of large-scale development in the wave of building-integrated photovoltaics and zero-carbon buildings. ZOOM SOLAR Green Energy Technology will continue to focus on the deep integration of cadmium telluride thin-film photovoltaic technology with BIPV scenarios, drive product iteration through innovation, and contribute to green buildings and low-carbon cities.
